The U.S. federal government shutdown has officially ended, and business resumed on November 13, 2025. 

Introduction

On November 13, 2025, Congress passed a government funding bill that resumed business operations for all impacted federal agencies through January 30, 2026

E-Verify

E-Verify resumed operations on October 9, 2025, before the shutdown's end. However, the E-Verify.gov website continues to experience delays. 

Employers had until October 14, 2025, to create E-Verify cases for employees hired while E-Verify was unavailable.    

IRS Operations

The Internal Revenue Service (IRS) continued to collect taxes and accept filings throughout the shutdown. Therefore, Paylocity continued to make employer deposits and submit tax returns (Forms 940, 941, 943, 945, etc.) and Year-End forms (W-2, W-2C, 1094-C, and 1095-C) on behalf of clients.

Regardless, IRS correspondence and processing, including amended returns, may take additional time due to delays caused by the shutdown.
