Maryland Updates Withholding Guidance For 2025

On May 20, 2025, Maryland Governor Wes Moore signed HB 352, which includes a plan to increase the state's individual income tax rate for the highest earners beginning in tax year 2025.

Additionally, Maryland's standard deduction for income taxes is changing to a flat $3,350 for all tax brackets, as the state moves away from calculating standard deduction amounts based on gross income.
Maryland’s Form MW507, the Employee’s Maryland Withholding Exemption Certificate, will not be revised in conjunction with these changes. Employers, therefore, do not need to request updated forms from their employees.
Next Steps
Paylocity will update the 2025 Maryland withholding information to ensure accurate withholding moving forward. This change will not require any adjustments of withholding amounts in payroll, as any additional tax due will be determined for individuals as part of their personal income tax filing for tax year 2025.
