Before joining Paylocity in 2013, Kurt managed payroll taxes for a major Fortune 500 company and worked as a Tax Examiner with the Internal Revenue Service. As Director of Compliance & Government Relations, he manages Paylocity’s CGR teams as they provide regulatory support and assist internal business partners with product compliance and agency relations.
Kurt also represents Paylocity’s membership with the National Payroll Reporting Consortium (NPRC), working with tax administrators to understand and implement regulatory changes impacting payroll tax reporting generally. As a Policy Director for NPRC’s subcommittee on Paid Family and Medical Leave (PFML) Programs, Kurt specializes in state-mandated requirements and has assisted many states with implementing their contribution collections and wage reporting systems.
Joanne has been part of Paylocity’s CGR team since 2015. Along with maintaining HRCI PHR and SHRM-CP certifications, she has over 25 years of hands-on experience in employer HCM and benefits, payroll tax, and corporate compliance. As CGR’s Senior Manager, Joanne leads agile teams of tax and HCM compliance professionals, delivering real-time legislative monitoring, analysis, and practical guidance that keeps Paylocity ahead of an ever-changing regulatory landscape. A dedicated advocate for internal partners and clients, Joanne is committed to helping stakeholders navigate regulatory complexities, recognizing that the right balance of progress and compliance is essential in today’s fast-paced business climate.
PJ joined Paylocity in 2015 as a Government Relations Specialist and earned her M.A. in Finance from Southern New Hampshire University in 2017. With nearly a decade of payroll tax compliance experience, PJ currently leads a team of tax professionals and works with tax and payroll operations groups, marketing specialists, product experts, and service teams to ensure Paylocity’s payroll software aligns with ever-evolving federal and state tax regulations while providing clear, practical solutions for its customers.
Outside Paylocity, PJ serves as Policy Director for the National Payroll Reporting Consortium’s (NPRC) State Locals Subcommittee. In this role, she regularly meets with state local agencies and their software vendors to understand agency reporting needs, align with NPRC members, and develop mutually beneficial solutions.
Since joining the CGR department in 2018, Kelly first supported Paylocity’s Spending Accounts and Benefits products before transitioning to her current role, providing comprehensive compliance and regulatory support for Paylocity’s entire suite of HCM products. She currently leads a team of HR compliance and legal professionals who work to ensure Paylocity products comply with various regulatory requirements. In addition to her 15+ years of regulatory compliance experience, Kelly also has a B.A. in Applied Psychology from the University of Illinois at Chicago and a J.D. from Michigan State University College of Law.
